After two years, the Guyana Police Force has revealed its long awaited promotion list.
Heading the list are former Senior Superintendents Clifton Hicken, Marlon Chapman and Crime Chief Leslie James, who are now at the rank of Assistant Commissioner.
Kaieteur News understands that some of the promotions and omissions, especially those at the higher level came as a big shock to a section of the force.
Reliable sources have indicated that several persons who were recommended by the Police Senior Ranks Promotion Board never made the cut, while some who were not, found favour with the Police Service Commission, which is responsible for approving the promotions of senior officers.
At least three high-ranking officers, who were privy to the list of persons recommended to the Commission, have confirmed that Crime Chief Leslie James, Senior Superintendent Marlon Chapman, Superintendents Errol Watts and Budhram were not recommended by the Police Senior Ranks Promotion Board.
However, Senior Superintendents Nigel Hoppie (Finance Officer); Lyndon Alves (2IC Operations); Courtney Ramsey and Ian Amsterdam (Divisional Commanders) and Head of the Immigration Department, Dale Alves, were all recommended for promotion but failed to get the nod.
So too did the police Essequibo Division Superintendent Kevin Adonis.
This newspaper was reliably informed that concerns are being raised about the composition of the Police Senior Ranks Promotion Board. According to the sources, the Board should comprise the Commissioner of Police, the Heads of the Force’s Administration, Operations and Criminal Investigation Departments, as well as the Head of the Special Branch.
However, there are reports that the board was not properly constituted, as several members were not a part of the recommendation process.
Meanwhile, this year’s promotion list contains no female in the two highest ranks of the Force.
The highest ranking female promotion is that of former Deputy Superintendent Fowler-Graham, who has been elevated to the rank of superintendent.
The junior list is hardly surprising, except for the promotion of a sergeant who was in charge at the Sparendaam Station earlier this year when a prisoner was tortured.
Except for a few junior promotions that were done earlier this year by outgoing Commissioner Leroy Brumell, there were no police promotions since 2012.
