Dear Editor,
To expect anything else from the police hierarchy when it comes to the work of the civilian-led Strategic Management Department would be an exercise in folly. From the very start of its operations those of us close to the action realized that the members had their work cut out for them when it came to acceptance by the senior officers.
The level of resistance that the department is encountering is a sign that people are only interested in enjoying the benefits of a corrupt system which preys on the underprivileged and uninfluential in this society.
Editor, the only time that the majority of junior ranks became aware of the strategic plan was when the officers of the Strategic Management Department visited. Noticeably also was the fact that several gazette officers professed ignorance of the plan and the actions that the Force is taking in the direction of modernization which is touted.
The officers who can make a difference by being role models have no interest in that, but are more interested in grabbing for themselves while the grabbing is good.
Most of us know of the tensions between the current Commissioner and the SMD while the incumbent was a Deputy Commissioner, but we expected that maturity and commonsense would prevail. This did not happen.
Instead there is the encouragement of one-on-one engagements with individual members to the exclusion of the head of the Strategic Management Department who- in any event, is the person with reporting responsibilities for the work of the department.
This is seen as an attempt at undermining his authority to make him appear clueless about what is going on. In some places, a person who would have written extensively on policing and law enforcement would be considered an expert; this aspect has been ignored to the detriment of timely implementation of the plan and the whole modernization thrust.
The current Commissioner, as one who has spent his entire career in secure surroundings, shows scant regard for the conditions under which his ranks operate and live.
This Commissioner is only focused on enhancing his personal image as evidenced by his assuming the Force crown in place of licence number on the official vehicle. Many of us don’t agree with a lot of things that are taking place but we opt to remain silent in the hope that things will change for the better.
I am making the prediction that there will be nothing positive to report coming from the work of the Strategic Management Department. This view is shared by many persons including junior ranks whose presence is ignored when the big boys are chatting on this and similar critical issues.
As it is right now the upper levels of the Force have an agenda to make the Minister look as if he is interfering in the work of the Force and to make him look bad and incompetent in the eyes of his detractors.
