Work has begun with 12 Neighbourhood Democratic Councils (NDCs) on a pilot programme to operate a computerised tax payment system. The purpose of the programme is to make it easier for persons to pay their taxes, with four NDCs being able to begin the process by 2015.
Nancy Seebert of Halifax, Nova Scotia, who is one of 18 certified trainers in Quickbooks in Canada, is conducting the training of NDC personnel in the use of QuickBooks, a Government release said yesterday.
QuickBooks is an accounting software package that can be modified to support the unique needs of each organisation.
Seebert explained that the computerisation of the system would enable taxpayers to easily see all their information, including their current and past arrears.
During an interview with the Government Information Agency, Seebert pointed out that it would make the taxpaying process much simpler.
“It also helps to have a list of exactly what everyone pays in the course of a year, or would owe at the beginning of the year of their taxes; so that the NDCs as a whole can benefit from anything that has to be done in the NDCs,” she pointed out.
The trainer observed too that currently there may be things that the NDCs can’t do because of a low tax collection rate. She explained that the idea is that it could benefit the whole community, without being just about creating reports.
Seebert explained that her first training session was a learning one while the second was focused on teaching the use of Quickbooks, which is the system being used for the computerised tax collection process. The third session was aimed at helping trainees accomplish the homework she had given. For those who had done their homework, she noted they will be moved to a higher level to learn how exactly to present a report.
The system and training was organised by the administration with the NDCs focusing on rolling out their plans. Seebert stated that the larger the NDC, the more work will be needed.
