DEAR EDITOR,
The report in your issue of 11 September, 2014 headlined “Cuban doctors abscond to US” may have another angle, resulting from specific targeted polices of the US government.
I believe that generally the USA has in place systems which are designed to facilitate the recruitment of foreigners to fill existing and anticipated skills deficiencies in the society.
As regards members of Cuban medical brigades who serve in countries such as Guyana on the basis of government to government agreements, the US government has, I was told, a special arrangement euphemistically called a parole programme. Why parole?
Under the programme Cuban medical personnel can apply at the relevant US Embassy for parole status in the USA. It is not known whether the driver of policy here is the filling of skill needs or sticking it to Castro and Cuba.
