Whether it is in high office, a simple event in the village or even a school canteen the situation in Guyana seems to be the same. Favoritism, victimization and disregard for authority and systems are in full force, and the question is who cares.
A resident of the Black Bush Polder Area has found that out with when she applied through a tendering and bidding process to operate the canteen at the Mibicuri Secondary School, Black Bush Polder.
The woman, Pearly Peter of Lot 12 Mibicuri South, Black Bush Polder contacted Kaieteur News after she was not awarded the contract to operate the canteen despite coming in with the best bid.
She has tried all possible means to get justice and has been receiving the royal run around from the relevant authorities.
The woman stated that she responded to a tender document which was advertised for persons to rent and operate the school’s canteen. She did so on the prescribe form, which asked that the person supply their names, address, telephone number and the amount bid per month. The bid box was opened in her presence on the 23rd July and there were only two bids, hers for a rental of $28,300 per month and another for $8,000 per month.
There were a number of teachers and other persons present at the opening of the tender, including the school’s Head Teacher Azad Hussein, Canteen Committee Members and the Secretary of the School’s Parent Teachers Association (PTA). She said that the Headmaster told her in the presence of every one that she has won the bid and she would be contacted in two days time to sign up the necessary documents.
The two days passed and she was not contacted and her subsequent efforts to get in touch with the Headmaster proved futile. She was however contacted on the 4th August by the Headmaster who told her that she cannot get the canteen, because it was given to the other person. Her pleas and request for reasons from the Headmaster, since her bid was far superior, were futile.
She visited the Department of Education in Region Six to protest, but was given a royal runaround. She went to the Department on the 5th, 7th 11th 15th and 21st and spoke to different Education officials and every time she was given a different excuse. She eventually spoke to The Regional Education Officer Ms Volika Jaikishun on Thursday 21st August and was told bluntly that there is nothing she could do about the matter.
The woman said that she wants some answers since she was given the assurance that she would get the canteen to operate.
The woman, who said that she has been in the food business for a number of years and has been operating a canteen not too far from the school for over seven years, wants justice to prevail. She feels that skullduggery and blatant favoritism is a work. She wants the relevant authorities to look into the matter and reverse the decision of the Headmaster, because there is no justifiable reason why she was not awarded the use of the canteen.
She is appealing to the Regional Chairman, the Minister of Education or their representatives to intervene so that justice could be served.
