Minister of Home Affairs, Clement Rohee said that construction of the Lusignan Prison is expected to be completed and ready to accommodate prisoners by early next year. The construction is now moving into phase two.
Recently, $26.25M was approved by the Cabinet for the construction of a trade shop at the prison. It is envisaged that at the end of the project, the trade shop will house a carpentry shop, a mechanic shop, a joinery shop and facilities for barbering and sewing.
Additionally, $52.8M was approved to be spent on phase three of the construction of the three-flat structure at the Lusignan Prison Complex. These ongoing works will include the construction of a security fence and commencement of foundation works.
Minister Rohee explained that the intention behind this initiative is to ensure that first offenders are not contaminated or influenced by hardcore criminals.
“All the first offenders, irrespective of the crimes they have committed or allegedly committed, will be removed for the Georgetown prison and all the other prison locations and be relocated at the Lusignan Prison,” the Home Affairs Minister explained.
This project forms a part of the thrust of Ministry of Home Affairs and the Guyana Prison Service to place more focus on the rehabilitation/correctional aspects of the prison and the reintegration of prisoners into society.
The aim is to provide better accommodation facilities for prisoners in keeping with the Ministry’s policy of having a secure environment for the inmates while at the same time, protecting the Human Rights of the prisoners.
The Minister had tabled a Bill in the National Assembly seeking to rename the institution to reflect its new mandate from Guyana Prison Service to the Guyana Prison and Correctional Service. However, this Bill did not find favour with the political Opposition.
Nevertheless, the Minister said that he is currently engaging the Attorney General’s Chambers with a view of having it re-tabled. In the meantime the Ministry is moving to institute administrative measures that could give support to the name change that it had intended to effect with the passage of the said Bill.
