Contrary to the opinions expressed by President Donald Ramotar, officials of the Guyana Elections Commission (GECOM) have noted that the Commission is in a state of readiness for both Local Government and General Elections.
At a press conference last week, President Donald Ramotar opined that GECOM may be more prepared for General Elections rather than Local Government Elections (LGE).
The Head of State said that the last time he spoke to an official from GECOM; he was informed that a six month window period is required after the announcement of LGE but not for General elections.
However, speaking with Kaieteur News yesterday, an officer attached to the Commission emphasized that while the President has a right to express his opinion; it has no bearing on the reality of GECOM’s preparedness.
The GECOM official explained that even with the recent no confidence motion against President Ramotar and his administration still to be debated in Parliament, should snap elections be decided on before the motion is passed, GECOM has guaranteed that measures are in place to facilitate such an event.
He noted that the Commission’s work plan extends to both elections.
According to the official, the Commission has a work plan which needs six months to be implemented. This six month period between the announcement of elections and Election Day is protocol in the operations of GECOM.
With regards to the efficiency of the Commission he reaffirmed that “as long as GECOM is called upon, they will fulfill their duties,” GECOM maintains its neutrality in the electoral process of Guyana.
The combined opposition, which gained a one-seat majority over the People’s Progressive Party/Civic (PPP/C) government in Parliament at the last elections, has expressed repeated disappointment in the government, whom they claim has been involved in financial impropriety and has failed to adhere to decisions of the National Assembly among other things.
The Alliance for Change (AFC) had indicated its move to the no-confidence motion against the PPP government since all of the changes that it bargained for in the development of the country, have not been given an ear by the Administration. Minister of Finance Ashni Singh’s spending $4.5B of monies not approved by the National Assembly in the 2014 budget, among other issues, also fuelled the no-confidence motion.
On August 7, the AFC with the support of A Partnership for National Unity handed over its no confidence motion against the Government of Guyana to the Clerk of the National Assembly. The motion will be debated when Parliament resumes in October.
