Construction works between Better Hope and Montrose, on the East Coast Demerara Public Road four-lane expansion project, are seemingly at a standstill with a significant portion of works yet to be completed.
The contractor, Dipcon Engineering Services, has not executed any works in the area for about six months.
Early last year, Government awarded a $522M contract to Dipcon to execute works in Lot One. This section was originally undertaken by Falcon Transportation and Construction Company to the tune of $468M. That contract was terminated after the sum of $207M was already expended on the section.
According to a retired Civil Engineer, he has been observing works on the East Coast Demerara Public Road four-lane expansion project for the past eight months, and is unimpressed by the quality of works and the length of time it is taking some contractors to move the various Lots.
The engineer said, he is most concerned about Lot One of the project owing to the controversy which raised accusations of demands for kickbacks and the termination of the contract based on poor quality works.
He related that since the project was handed to Dipcon Engineering Services, it was expected that concrete works done by Falcon Transportation and Construction Services would have been reconstructed. He reflected, that the Ministry of Public Works had argued that the concrete strength test result was forged and found to be weak.
From experience, he said the only works Dipcon Engineering Services would have done are grading and shaping of sand that was placed their by the previous contractor. In essence, the contractor has not done any substantial works to remedy the existing flaws.
“So with a $522M contract and over a year the contractor is yet to complete the works. This contractor is also carrying out works in Lot Two, and that section was stalled for some time. I believe the contractor could have dedicated some resources in Lot One to complete this project that started since 2011 in time for the National and General Elections,” the man said.
According to a Senior Official of the Ministry of Public Works, Dipcon Engineering Services has to execute excavation works, reconstruct concrete drains, sand filling, and relocate water mains, poles and cables belonging to Guyana Telephone and Telegraph Company and Guyana Power and Light Inc. to complete the project.
With those works yet to be completed, the Civil Engineer is questioning, what has the contractor done thus far on the project, how much money has been released to the contractor, and when will this project conclude?
