Dear Editor,
After being in the public gallery at the Statutory Meeting of the Georgetown Mayor and City Council, it looks as though the Government or the Minister of Local Government believes that Local Government Bodies, including the Municipality of Georgetown are its latest play things.
When the Town Clerk, Ms. Carol Sooba did what is unbelievable to lock out the Councilors from the Chamber — not a word from Minister Whittaker.
When he himself called on her, according to the Deputy Mayor, to withdraw an offensive and rude letter, when asked to summon a staff meeting, she refused — not a word from Minister Whittaker, but he imposed the said Minister.
When the Council rejected an unqualified person to head the Administration — not a word from Minister Whittaker.
When at every meeting we hear stories of the decisions of full Council being rejected by the Town Clerk — not a word from Minister Whittaker.
When Ms. Sooba failed to explain to the Head of State why she sent off certain officers and replace them with certain others — not a word from Minister Whittaker.
When the full council decided not to charge people for flying kites and having a little tent an Easter Monday, she not only ignored the Mayor and Councillors, but as we heard on Monday, proceeded to pay herself and her chosen few large sums of money, not authorized by the Finance Committee or Council — not a word from the Minister Whittaker. What work did Ms. Sooba do on Easter Monday to pay herself? We are told ninety thousand dollars ($90,000.00).
So citizens, even though the Mayor and City Council suggested a date to meet with the Minister, he turns up with a full load of the media, then when not immediately asked to address the Statutory Meeting— not a Special Meeting, he and others walked out, then tells us the Government plans to disband the Council (the Government got 27% of the votes in the City) so, it is another play thing of absolute control. Not a word about Local Government Elections.
One diplomat says, it is all a stain in Guyana — a play thing of the Government.
