The Guyana Government is closer to the establishment of the Special Organised Crime Unit (SOCU), which will primarily be dealing with the investigation of money laundering and other financial crimes.
Head of the Presidential Secretariat, Dr Roger Luncheon, confirmed last week that Cabinet has already signed off on the Terms of Reference for the Unit.
He said too that the Executive Council of Ministers, led by the President, has also approved the job description and specification of technical people as well as SOCU salary scales.
According to Dr Luncheon, there are two outstanding issues to be dealt with in order for the unit to become operational.
Luncheon said that the office of the Commissioner of Police would be the unit’s location and this has been drawn to the Commissioner’s attention
According to Dr Luncheon, the most critical aspect left is actual recruitment using the Terms of Reference and to get acceptance from those who have been shortlisted for appointment.
Cabinet, in November last, approved the creation and the operationalization of SOCU to investigate suspected financial transactions such as money laundering and financing of terrorism.
The unit will be under the Commissioner of Police, and will have a close relationship with the Finance Ministry.
“SOCU is intended to be Guyana’s response to its treaty obligations to investigate suspicious financial transactions that are suggestive of money laundering.”
SOCU’s creation is in response to non parliamentary recommendations from Caribbean Financial Action Task Force (CFATF). When Dr Luncheon announced the creation of SOCU, he had stated that the investigators would be taken from the Joint Services and the security sector.
At the time Dr Luncheon had said that in order to properly facilitate the recommendations of CFATF as it pertains to suspected financial transitions, support is needed from “bilateral and multilateral partners”.
Dr. Luncheon did say that the intention is to have a “fairly professional and competent capacity in Guyana” to investigate such offences as soon as possible.
“My ideal position that has been communicated to our bilateral and multilateral associates is that a long term engagement of specifically trained, skilled investigators to act as a counterpart to the Guyanese head of SOCU is needed.
“I estimate a minimum of three years, a period of time over which inline investigations will be conducted. There will be the external investigator, who would also be formally tasked with training of our local investigators. “
