We have noted the articles concerning the proposed appointment of Senior Counsel as well as the pros and cons on whether this should be retained or abandoned.
It is still a coveted honour for an Attorney-at-Law, but the issue is one of transparency and credibility for the recipient. It seems that it is considered a political issue and some observers feel that it is a political favour rather than an earned honour. When one looks at the list of ten or more recipients who are alive, they would seem to be all quite deserving, e.g. Messrs McKay, Luckhoo, Ramkarran, Stoby, Massiah, et al.
However, given that scenario, it may not be appropriate for the Acting Chancellor to make such a recommendations on his own, as it places him in an invidious position. It is therefore recommended that a Committee be established, consisting of a fully constituted Judicial Service Commission, a member of the Guyana Bar Association, a member of the Women Lawyers Association and a member from the caucus of Senior Counsel. In that way it straddles all parties and it probably would be more representative of an earned position of honour.
