General Secretary of the Peoples Progressive Party (PPP), Clement Rohee, has said that the internal Integrity and Discipline committee that was established last year to address the improprieties of the conduct of PPP party members has so far had no complaints.
This is against the backdrop of reports of corruption within the Progressive Youth Organization (PYO) the youth arm of the PPP and the allegations of corruption within the party.
Rohee, who is also the Home Affairs Minister, said, “We don’t have any specifics with respect to that information or report so I don’t think I would wish to engage in conjecture.”
He said that nobody has brought anything to this integrity committee thus far. “The committee will only become activated when a party member brings information to the Committee. Left on its own, the committee was not going to go out seeking after information, persons have to bring information to us and then the committee will kick into action.”
He said that the Committee is limited to only party members. “It’s an internal party body.”
However, when Rohee previously spoke to the establishment of that commission he said it was open. The General Secretary had said that once it is reported, the matter will be investigated irrespective of the period during which it occurred.
The General Secretary had also pointed out that a report can be made by any member of the public and is not just open to PPP members/supporters and the commission will address existing issues, anyone can complain. Apparently the position has changed.
The establishment of the Committee, Rohee had said, was a move to “ensure that members of our Party serving in public offices at all levels maintain the highest level of integrity in the performance of their duties.”
Minister Rohee said that the Commission will investigate allegations of theft, bribery and forgery. He noted further, that the Commission is mandated to investigate misconduct by Party Members who engage in activities unbecoming of a good member. These could include defamation and sexual harassment or sexual misconduct.
According to Rohee, the decision to establish the Commission flows from the last Congress. He said however, that during deliberations at the new Central Committee meeting it was affirmed that additional steps be taken to establish “a mechanism to address allegations of misconduct and to reinforce party discipline, at all levels.”
Rohee outlined that the commission is made up of long standing executive party members who will report to the Executive Committee on its findings.
It was noted that the Committee will work like any other, receiving allegations, evidence and accessing the information.
