Twelve Neighbourhood Democratic Councils (NDCs) in Regions Three, Four, Five and Six would be boosted in the area of Information Communication Technology as part of the Community Roads Improvement Programme.
According to an advertisement in the state media, the Ministry of Housing and Water has invited bids for the supply and installation of computer equipment and accessories for the 12 NDCs.
It was noted that the Government of Guyana has secured financing from the Caribbean Development Bank (CDB) totaling US$16.45M towards the cost of the Community Roads Improvement Programme. A portion of that amount has been dedicated towards this project.
“Payments by CDB will be made only at the request of Government of Guyana and upon approval by CDB, and will be subject in all respects to the terms and conditions of the Financing Agreement,” the advertisement stated.
It was noted that eligible bidders will be required to submit full qualification information with their bids. Bid documents may be obtained from the Programme Coordinator, Community Roads Improvement Programme, Board of the Ministry of Housing and Water.
The bids must be submitted to the Chairman of the National Procurement and Tender Administration Board, Ministry of Finance no later than May 6, 2014. The Ministry reserves the right to accept or reject any bid, and to annul the process and reject all bids at any time prior to award of contract.
In September 2013, under a US $18.7M CRIP project, the Ministry reported that a cadre of staff has been trained in road maintenance, and ICT management systems have been delivered to all 12 NDCs. Moreover, the buildings that house the staff at these NDCs were either rehabilitated or constructed.
The programme catered for the rehabilitation of over 100 kilometers of roads in Regions Three, Four, and Six. The scope of works included the rehabilitation of drains, culverts, and bridges and the provision of safety features such as signage, road markings and speed humps.
