Mayor Hamilton Green on Wednesday said that the recently published notification by the Insurance Association of Guyana which sought to inform that it will be amending its flood policy is due to the inaction by the ‘relevant authorities’ to correct the causes which have led floods.
The Mayor confessed that the City Hall however, is incompetent at this time to address the causes of the floods due to it being denied the necessary resources.
During a press conference at the Mayor and City Council he said that while he found the statement to be very troublesome, his initial thoughts after reading the message, was that the industry was naïve.
Green said that he met with the members of the Insurance Industry and explained to them that while they are mandated with the responsibility to maintain the city, the government has deprived them of the necessary funding to do so.
After making his case before the Industry he informed that he asked them to get on board and join him in his efforts to get the government to listen and understand their position.
However, he said that they did not give him any assurance that they would get on board. Instead the members informed him that they would have to discuss the matter.
To the association he said, “Honour the government but fear God. If they operate in an environment of fear which I gathered from listening to them then we are in a society that is in deep trouble.”
With the regard to the floods, the Mayor said that the causes are beyond the competence of the Council.
“The question of floods in Georgetown is entirely the result of an uncaring People’s Progressive Party/ Civic administration and I challenge from the President right down, to a public forum to dispute what I am saying.”
While he explained some of the causes of the flood he said that the association should understand that the council has been stymied from doing its work.
“There are ten outfall channels in Georgetown and we don’t have the money to maintain them. The Council has been denied resources to keep the main canals clean and maintain the two electrical pumps at Liliendaal and the two mechanical ones at Kitty.
“Sections of the city are in a mess and we can’t get it done properly. In the management of a city as complex as Georgetown you need three elements – man power, money and management. We lack all three.”
The Mayor said that the imposition of an “incompetent and rude Town Clerk” has only served to make matters worse.
He said that the government is not short of money and can most certainly finance the Council.
Green added that the insurance industry has to be more vocal to the appropriate authorities.
Deputy Mayor, Patricia Chase-Green said that according to the law every citizen has a responsibility to keep his drains free from obstructions. And it is a law that should be obeyed.
