I address this letter to the Honorable Minister of Local Government, Fort Street, Kingston.
Dear Sir,
With reference to my letter dated 27th January, 2014, informing you of illegal construction of fences, installation of razor wire and paving the reserve, I am now faced with victimization from the City Council.
On Thursday, 13th March 2014, at 7:46 AM , I was called by a member of the Engineers Department, informing me that the ‘half gate’ I am putting in front of the driveway/walkway is illegal and if I should go ahead and put it on, it would be broken down.
This half gate was broken off when a couple, who are my neighbours, constructed the illegal fence and installed the razor wire, leaving the other half gate on the other side of the fence. They had bought their property with the gate on the driveway entrance and I bought my property with the gate also. They did not object when they bought their property a few years ago, but now through the City Council, they are objecting.
My neighbours can call the City Council anytime of the day or night and get quick action, but I have written the City Council since 9th of January, 2014, and officers of the City Council cannot act because they are still reading the bylaws.
Is it because I am not a friend / relative of a member of the City Council who holds a high office? The engineer’s department cannot act in relation to my matter because they are influenced by a member of the COUNCIL who holds a high position. I am in sympathy with the officers of the Engineers Department.
The City Council including the Engineer’s Department does not know if the following is illegal:
1. Installing razor wire on the fence projecting over my property.
2. Constructing four sides fences without consulting anyone, leaving the outer side unfinished and preventing me from neatening it.
3. Installing the razor wire five (5) feet above ground which poses danger to my family and visitors.
5. Constructing the Government Reserve, causing the road to flood and blocking the flow of water in the drain.
6. Driving a container truck and sinking my bridge at 151 Thomas Street.
7. Advising ny neighbours to apply to install razor wire on the fence after I complained.
9. Allowing the said neighbours to fence sixty-six feet of land even though they claimed they own sixty-three feet.
10. Changing the boundary line from the middle of the road, putting the boundary line three feet inside of their fence, where as every boundary line in Thomas Street is between twenty-seven to twenty eight feet from the middle of the road, theirs is thirty feet.
11. Giving the said neighbours the letter I wrote to the City Council and showing the wife the photographs submitted causing her to direct ill- remarks at me.
12. Causing them to curse my husband and I.
But, the City Council knows that putting back the half gate that was on the driveway for over twenty-five years is illegal.
Honourable Minister, I am now confused with these supposedly intelligent professionals who work at the City Council and further I say not.
The irony in the installation of the razor wire is that only the three sides which borders my property, the
wire was installed, the front where easy access can be gained from the road, razor wire was not installed.
