…never advertised locally
The Guyana Water Incorporated (GWI) approached two Trinidadian companies to submit bids for a local contract estimated at $106M without advertising locally.
This was confirmed by GWI’s Head of Technical Services, Aubrey Roberts, who said that this route was chosen given that there is a saturation of contracts on the local market and as such international contractors were approached.
He said that the selective tendering is allowed for under the law and as such GWI applied to the National Procurement and Tender Administration Board (NPTB) which approved it.
A selective tender occurs when a client decides which companies will be invited to tender for the business.
The project specifically caters for the construction of potable water wells at the Sophia Treatment Plant and at Sparendaam.
Phillips Energy Service Ltd out of Trinidad submitted a bid of $120.2M, while Water and Oil Services Company Limited submitted a bid of $124.3M.
The Engineer’s Estimate was announced at the opening of the bids to be set as $106.4M.
Roberts, in explaining the rationale behind the decision said that local contractors are saturated with projects.
He pointed out that wells are currently being dug at Providence, Eccles, Wakenaam, Cotton Tree, Mon Repos as well as at Hope Lowlands, all by local contractors which would be unable to take on additional load.
