Government and other stakeholders came one step closer to the enactment of a National Youth Policy for Guyana when representatives of several youth groups convened in the boardroom of the Ministry of Culture, Youth and Sports, Main Street Georgetown, Thursday morning last, to engage in discussions to fine tune the document for ratification.
Minister of Culture, Youth and Sports, Frank Anthony, was joined by his Permanent Secretary, Alfred King and delivered the charge to several representatives of a number of youth groups.
He voiced the view that at the end of the process they would be able to arrive at a unanimous consensus for an effective document.
He noted that the process had started some time ago and while a document of this nature is in existence, there is a need to update with relevant and realistic statutes. “We need to have a document with broader perspectives,” the Minister noted. He informed that already several research tools were used to solidify the document including questionnaires with focus group discussions employed to test the findings.
Minister Anthony said that his government wishes to put the modalities in place that would enhance youth development. He noted that the some of the areas will fall outside the remit of his Ministry and as such may necessitate other considerations in arriving at a final draft. “I urge you to examine the document and make suggestions but we will find balance, a middle ground,” beseeched Minister
Anthony.
Meanwhile, King explained that last Thursday’s forum was organized to allow the key stakeholders to examine the document while discussing added issues and concerns. He said that the forum is all inclusive and would enlighten government officials of relevant issues in the context of the needs of youths.
King added that the process seeks to gather evidence using several communicational tools like the survey and focus group discussions. He also said that researchers utilized secondary data to inform policy formation.
He elaborated further, “Last Thursday’s sessions were a follow up of an advanced process of policy formation seeking to entertain and discuss other concerns of stakeholders and/or existing gaps needed to be filled to strengthen the policy.”
Consequently, another symposium is planned for next Tuesday, February 18, to incorporate the views of senior officials from the public sector, development agencies and civil society. The symposium gets underway with registration at 08:00hrs whereupon discussions will commence. Among those groups already identified to participate are UNICEF (Guyana), Commonwealth Youth Programme (CYP) Caribbean and the Guyana Youth Policy (GYP). Minister Anthony will deliver the keynote remarks. (Michael Benjamin)
