While a date for the upcoming local government elections is yet to be announced, preparations for the impending polls as well as plans for the overall expansion and improvement of the Ministry of Local Government and Regional Development (MLGRD) are underway.
This disclosure was made by Collin Croal, Permanent Secretary of the MLGRD during a recent press conference, held at the Ministry’s headquarters in Kingston.
Croal told reporters that plans are underway for infrastructural as well as internal improvement of the agency. He explained that within the past year the Ministry’s workforce has grown significantly, resulting in the need for additional buildings.
“A number of departmental structures will be set up to facilitate the increase these include the legal audit department, and the project department.”
“We don‘t have enough space; the issue is currently engaging the attention of cabinet subcommittee. The commencement of the computerization and implementation of staffing appraisal is important as a management tool for improvement and review. We are focused to ensure implementation of computerization for proper storing of personnel records and to start scanning records to create storage space, and ensure longevity space is an issue from this level.”
“The recent Local government retreat provided an opportunity for the employees of the Ministry to reflect on the work of the past year and to put in motion plans for the New Year…Discussions were held on the three additional constitutional arrangements… the local government commission act, municipal and district act and fiscal transfer act, and for the role of the staff in the implementation of the legislation.”
“We are looking to improve regional implementation of the work programme to ensure comparability and identify weakness to act upon them.”
In addition, Croal said that the Ministry will be submitting to Cabinet its five year strategic plan.
Meanwhile, Junior Minister of Local Government, Norman Whittaker says that increased focus will be placed on curbing the habit of illegal vending and evaluation process for properties.
Whittaker said that roadside vending has significantly contributed to the solid waste issue while a number properties are undervalued or not even on the register.
He explained that there will be active involvement in the debt collection unit to update registers and to reclassify the properties.
