Without going to the National Tender and Procurement Administration Board, Government gave a multimillion dollar contract to Colin Talbot Contracting Service to expand a section of the East Coast Demerara Public Road into a four-lane highway.
Kaieteur News was reliably informed of this development concerning the contractor, who is already executing works on another section of roadway from Mon Repos to De Endragt referred to as Lot Six. The new project begins from De Endragt to Good Hope.
In 2012, when Government had advertised for contractors to tender for Lots Three to Six on the expansion project, it was clear that a contractor is not eligible for award of multiple Lots.
One year after, with approval from the Office of the President and the Ministry of Finance the contract valuing over $300M was awarded in December 2012. It has a possible duration of one year.
The Works Ministry has defended the quality of works being executed by the contractor even though the concrete strength failed in a section of the East Coast project. It is adamant that only five percent of the concrete strength was slightly below the Ministry’s criteria for a short section of the drainage works that were carried out by the contracting company.
“In fact, out of the 439 metres concrete tested only 25 metres failed the assessment,” the Ministry said.
This is not the first time the Ministry has awarded a multimillion dollar project to a contractor without going through a competitive tendering process.
In 2012, under this expansion project in Lot One, from Better Hope to Montrose, the Ministry terminated Falcon Transport and Construction Services’ contract. Without going to tender, the Ministry gave a modified contract to Dipcon Engineering Services. The rationale was that Dipcon Engineering Services was already executing works in Lot Two and had machineries mobilized in the area.
Even having two Lots under the expansion project, Dipcon Engineering Services tendered and was awarded Lot Five.
Currently, Dipcon Engineering Services is carrying out works on the East Bank and East Coast four-lane expansion projects and the Community Road Improvements Project.
