Head of the Presidential Secretariat, Dr. Roger Luncheon at a press conference yesterday disclosed that while Attorney- at- Law, former Justice Winston Moore will soon be sworn in by President Donald Ramotar as Guyana’s Ombudsman, the positions held by the Chancellor and Chief Justice should also be confirmed.
Luncheon said that the Constitution imposes on the President, the appointment of constitutional post holders. It also provides for the legal consultation with the Leader of the Opposition for certain appointments…He added, “The reform process made the approval of the Leader necessary to some appointments, particularly the two most senior appointments in the Judiciary; the Chief Justice and the Chancellor. The President has sought to have these two positions confirmed which have been filled for many years by acting appointments by Mr. Carl Singh as the Chancellor and Ian Chang as Chief Justice.”
The President, Luncheon said, had made his position clear during consultations with the leader on the confirmation of the two.
However, the Leader of the Opposition, Mr. David Granger, proposed an alternative which was that of a public application process for the filling for those posts.
Granger had recommended that the positions be advertised and eligible candidates be interviewed by a special panel.
Luncheon, who disagreed with this “novelty” process, told members of the media that while nothing is wrong with that format, Guyana should not be the first to stray from the current system for constitutional appointments.
