The Guyana Local Government Officers’ Union (GLGOU) has released three recently dispatched letters from colleagues of the regional/international trade union fraternity, expressing solidarity in relation to the continuous dilemma involving City Hall and the Local Government Ministry.
With the contentious appointment of Town Clerk Carol Sooba being the latest catalyst behind a host of support greetings, the Jamaica Civil Service, the Caribbean Public Services and the Windward Islands Civil Service Union/Private Sector Union (WICSU/PSU) have joined in to register their support for the local workers’ union.
The regional trade unions are part of PSI Caribbean which is an arm of the Public Services International; a global trade union federation representing 20 million workers in 150 countries. Following the stated “sidelining” of qualified workers by the Local Government Ministry in the appointment of the
“unqualified” Sooba to the post of Town Clerk, the organizations have expressed alarm at the circumstances surrounding the appointment of the Town Clerk at the Mayor and City Council.
Like other PSI affiliates, the unions related that, “Public service is the highest level of service one can render. It demands high standards at each and every stage. As affiliates of Public Service International (PSI), we all believe in, and promote quality public services. Providing quality public services to those in our communities requires commitments on the part of workers and employers, and especially governments.
That commitment to service grows even more when employers and governments demonstrate their responsibility through provision of the necessary resources – high quality working conditions, respect for human and trade union rights, commitment to equality and equity, and justice. This starts from recruitment into the public service and extends to retirement.”
The unions said that they have also taken note of other challenges the Council has experienced in carrying out its function and the disrespect that is being meted out to workers’ representatives.
“Tripartism, social dialogue and respect for and adherence to agreed guidelines, transparency and democratic principles are the hallmarks of truly democratic societies. In this regard, we are also especially concerned and on alert at the growing signs of disrespect for and denial of the right to collective bargaining between the government and our sisters and brothers in the Guyana Public Service Union (GPSU).”
The PSI affiliates have pointed out their need to keep abreast with the ongoing matter in rendering their support. In the meantime, with a continuous garbage situation, a broke Council and flooding among other things, Mayor of Georgetown Hamilton Green has expressed a resolution for the New Year to continue resistance in what he indicated is the negative interference of the Administration, while the government insists that City Hall is unable to manage the city.
