Minister of Home Affairs Clement Rohee has made it clear that his Ministry is committed to ensuring that police officers receive the best training available, since it is essential and integral. Rohee on Friday outlined several new aspects of the Ministry which would be developed throughout 2014.
According to Rohee, the Ministry sees the training of all ranks as an imperative of the modernization process and as a result we have placed training as a high priority for the Guyana Police Force.
He explained that in 2013 a budgetary allocation of $56M was received, which facilitated the participation of officers and ranks at various overseas and local training courses and seminars.
The Minister noted that in 2013 some 81 ranks from the level of Constable to Assistant Commissioner benefited from overseas training in police procedures and operational issues, community oriented policing, leadership and computer training among others.
Another 14 applicants from the Guyana Police Force were interviewed and were identified for training at the Aeronautical Engineering School at Ogle, East Coast Demerara. The 14 ranks are expected to commence training in 2014.
According to Rohee, in 2014 more effort would be placed on the Aeronautical Branch for the Guyana Police Force, to help develop the structure of the Branch and to source a Fixed Wing Aircraft for its operation.
Also on Friday Rohee disclosed that his Ministry has signed a contract with The Emergence Group (TEG) of the United States of America to establish a Special Weapons And Tactics (SWAT) Team in the Guyana Police Force and to conduct the training for ranks who would be members of this specialized Unit, which is intended to confront special types of violent crimes.
The cost of this contract is seven hundred and ninety six thousand, nine hundred and eighty seven ($US796, 987.00) United States dollars. An Organizational Needs Assessment for the Unit has been completed while actual training is targeted to commence in mid January 2014.
Meanwhile, the Minister said that the Guyana Prison Service is also expected to get an overhaul. According to Rohee a strategic plan which was developed was approved by cabinet.
He said that the Ministry is currently filling the vacancies for four positions in the soon to be established Strategic Management Department, namely, Head of the Strategic Management Department, Senior Policy Analyst, Technical Officer – Prison Management and Technical Officer – Planning and Research and Resource Mobilization.
Notwithstanding, Rohee said that work has already commenced on the modernization of the Guyana Prison Service.
He noted that a Standing Orders Committee has been established to compile standing orders for the agency and various boards, all of which include civilians have been established also to assist the agency in fulfilling its mandate. The boards are: the Guyana Prison Service Recruitment Board, Guyana Prison Service Training Board, Guyana Prison Service Agricultural Development Board and the Guyana Prison Service Sentence Management Board.
According to Rohee, Cabinet has also approved a name change for the Guyana Prison Service to ‘Guyana Prison and Correctional Service’. The Ministry, he said, has approached the Attorney General and Minister of Legal Affairs requesting that the Bill for this name change be tabled in Parliament soon.
Moreover Rohee said that some $122M of the budgetary allocation of $129M for Capital works in 2013 was spent on projects for the prison. He said that the projects are intended to provide a more secure environment for officers and inmates.
