Dear Editor,
I would like to offer a brief recap of the strategies played out by the People’s National Congress and the People’s Progressive Party, which individually, but when examined collectively, have led to two major development setbacks for Guyana.
Time neither space does not permit me to offer an in-depth analysis of how both groups have undermined Guyana and have lost the trust not only of their support base but of a sizeable portion of the Guyanese population. Population here refers to Guyanese living in and outside Guyana. Back to the two strategies, which are provided below using bullet points so reads and better digest, reflect and critique:
How the PNC underdeveloped Guyana, summation of once implemented political strategy
– Control the economy by nationalizing key productive and service sectors (this eventually led to the collapse of Guyana’s economy which is a symptom of the PNC’s former economy development plan)
– Enlarge the public sector and make them fearful of and dependent on the PNC controlled executive government
– Cultivate a highly educated society and channel them into a life of service in the public sector
– Rig National Elections
– Where and when necessary use violence to intimidate and suppress
How the PPP is currently under-developing Guyana
– Control key economic sectors such as the telecommunications and print and electronic media by: (a) privatizing the economy and channeling investments to sectors that are dominated by party supporters; (b) aligning with the elite productive class (read elite private sector) and constantly swinging carrots in the form of investments and investment opportunities their way and (c) owing, controlling and creating politically aligned factors of production (own the land, own or have primary access to financial capital; restrict bargaining power of labour force). Essentially where the PNC tried state control the PPP is trying political control; that is members, friends and close associates of the party own a majority of and/or most major national economic assets.
– Facilitate social, economic divisions and PPP control of key service sectors such as the Guyana Police Force, Guyana Defence Force, Trade Unions, Regional and Neighborhood Democratic organs and Public Service Administration by deliberately or unconsciously fostering corruption within these sectors
– Leverage associations with groups and members of the criminal underworld to target and intimidate political and other types of opponents and detractors. That is create space and opportunities for narco-trafficking, etc. to flourish in exchange for intimidation and other types of elimination services associated with the criminal underworld in Guyana
– Destabilize the University of Guyana and key municipal and local government organs to justify arbitrary actions that result in PPP control or majority influence in decision-making and budgetary allocations.
– Institutionalize rigging/altering national elections in favour of the PPP
– Limit development opportunities for groups and constituencies that do not support the PPP
I certainly hope your readers, especially the researchers and those interested to further explore my offerings, do not take lightly these actions and pursue further investigation respectively. Taken collectively the PNC and PPP misrule and underdevelopment of Guyana not only has present consequences but has likely set our development back beyond the total number of years both parties have unfortunately led Guyana.
I would also like to share with your readers that development isn’t second hand cars, buses, mortgages (read indebtedness) to build houses and the proliferation of laundered money. Development is neither a high and stable gross domestic product nor per capita income; development is the collective intellectual capacity of a country or group of people. History has taught us that this can only be nurtured through rigorous and sound education and the acquisition of complementary skills such as those learned through the arts.
