…claims opposition party being assisted with mobilization
Even though the Guyana Government has rejected a project by USAID, Cabinet is in receipt of numerous reports that the elements of the project are still being implemented.
This is according to Head of the Presidential Secretariat, Dr. Roger Luncheon, who this past week called on the US Embassy, USAID or the International Republican Institute to explain.
Dr. Luncheon, told media operatives that the US Embassy or the other two institutions must clarify their understanding of Cabinet’s rejection of the project.
The Head of the Presidential Secretariat also informed media operatives that he has since written to the US Ambassador for an explanation. “There needs to be some clarification provided…”
He said that from observations and reports by Cabinet members, the activities are going on in Region Three and Region Four and it attends to political party and their mobilization.
He was quick to point out that this work with political party and mobilization did not apply to the ruling Peoples Progressive Party.
This implies that the US was assisting either A Partnership for National Unity (APNU) or the Alliance for Change (AFC) on mobilization.
Following up on a request by the media for details of the project, Dr. Luncheon also provided an outline.

USAID/Guyana – Elections and Political Processes (EPP) Fund, Leadership And Democracy (Lead) Project.
The U.S. Agency for International Development (USAID) is developing a programme to strengthen democratic institutions in Guyana. Through this programme, USAID seeks to strengthen the democratic functioning and characteristics of political parties and the Guyanese National Assembly through the provision of technical assistance.
The objectives are to enhance the technical capacity and functionality of the legislature through the regular use of consultative practices and mechanisms for legislative drafting, analysis, review, and passage. The programme should further reinforce democratic governance in Guyana by broadening political participation through more representative and competitive multi-party engagements. This programme will include a particular focus on women and youth.
