The recent meetings of the Public Accounts Committee (PAC) in relation to the selection of nominees for the Public Procurement Commission seem to be moving along smoothly as a subcommittee has been identified to monitor the process.
More importantly, the Committee is seeking to have a gender balance with regards to the Commission.
Just last week, the PAC discussed the criteria for assessing applicants for senior posts in the Public Procurement Commission.
PAC’s Chairman, Mr. Carl Greenidge, had said that the Presidential Advisor on Empowerment, Mr. Odinga Lumumba, during the meeting, attempted to once again suspend discussions on the Procurement Commission.
However, a call was made by Trevor Williams of the Alliance For Change, to simply vote on the names received by the Committee thus far. This move was also supported by members of the Opposition faction, A Partnership For National Unity (APNU).
Greenidge had also rejected Lumumba’s suggestion for Government to introduce Cabinet’s no-objection clause, as he highlighted that the Constitution of Guyana was clear about the structure of the Commission and made no provision for the “kind of Cabinet veto Mr. Lumumba sought on behalf of the PPP.”
The Committee at its recent meeting outlined a new avenue as it relates to the selection of the nominees for the commission.
Given the fact that the Government has not provided a list of its nominees, the Committee has agreed that the nominees should not only come from the political parties but that the scope should be widened. They have therefore expressed that the names of suitable nominees can be submitted to the Committee by members of the public which will be decided upon by the sub-committee.
However, as they seek to have a fair process, the Committee has decided that the Commission will not be controlled by an “all men team.” It was agreed upon by those in attendance at the PAC’s meeting on Monday last, that they are geared towards having a gender balance.
According to one member of the PAC, “We are hoping with this initiative to not have five men heading the Commission, but instead have a balance of both men and women on the team. We are not able to say how many women will be a part of the Commission at this time but what is certain, is that we are aiming for there to be a balance on the Procurement Commission.”
