The Public Works Ministry has threatened to terminate the contract of Courtney Benn Contracting Services Ltd for its tardiness in the pace of works being carried out on the East Coast Demerara Public Road four-lane expansion between La Bonne Intention (LBI) and Triumph.
This is according to a source close to the project during an interview with this publication yesterday.
It was noted that this decision is being taken by the Ministry after the issuance of numerous warning letters to the contractor in the last several weeks.
The source highlighted that Courtney Benn has not executed any works on the roadway during the last eight weeks.
Four times within this period, the Ministry has reportedly written to the company reminding it of its contractual obligations.
Courtney Benn was awarded the contract in March 2013 to the tune of $349M. The contract is expected to conclude in March 2014 but the source believes that this is highly unlikely since the contractor has completed less than 20 percent of the work.
One of the excuses reportedly being used by the company to justify its slothfulness is the scarcity of concrete. It was noted that during that period other contractors were accessing concrete so it remains a mystery as to how the contractor was unable to obtain the building material.
The source disclosed that the contractor has received more than half the mobilization advance payments for the project. As such, it is challenging for the Ministry to pull the plug on the contractor, the source added.
