De people who know Guyana good does plan programme fuh help de poor people because Bharrat, when he was president, mek a big announcement that Guyana loss all its skills.
USAID decide that since Guyana ain’t got skills it gun plan de project, put in de money and give de government everything pun a platter. That was de big mistake.
Dem boys seh that USAID had to make allowance fuh some thiefing. It didn’t cater fuh that. It had to mek allowance fuh bribe; it didn’t do that. Then it had to mek allowance fuh certain Ministers get a cut; it didn’t do that.
Don’t ask wha happen when de project reach Cabinet.  De first thing that a Minister ask is wheh de bribe money deh. Then two of dem ask about de cut. But is when a certain big ask one ask about de extras. He seh that USAID must know that it can’t plan a project exact.
Dem boys hear when Donald ask, “Those in favour say aye; those against say nay.” Dem boys hear de loud nay but dem didn’t know was a vote against USAID.
Is de same thing did happen when de British come wid de security plan. De British plan to de last dollar and Bharrat get vex.
Dem boys seh that de Chinee people know how to plan to suit Guyana. Is that kind of planning mek de Amaila Falls project get suh expensive and lef nuff people vex. Some did get money. People like Fip happy suh till he got a permanent smile.
Dem boys seh that de government pelt a bluff that it gone to court against Fip but up to now de case can’t call and Fip enjoying life in Florida.
