The police seem bent on keeping crime off the streets but the reality is that they cannot, simply because too many people are profiting from criminal activities. Drug seizures are at a minimum because the shippers realize that it is easier to pay.
That is how one of the recipients of pay in the drug trade would be exposed by a law enforcement agency. The scandal would be covered up, because after an initial court appearance the matter would simply disappear, courtesy of another pay-off.

Traffic accidents are no longer the things to create alarm. They have now become part of the routine and the nation has come to accept them as such. That is why when a speeding car driven by a young man strikes a child, the people behind the driver would turn up with a sum of cash as a settlement.
The police, quick to avoid anything that entails serious work, would seek to avoid prosecuting the errant driver. Onlookers would then begin to wonder at the cost of human life.

A robbery would see a clash between the bandits, public-spirited citizens and the police. This robbery would occur on the outskirts of the city. The bandits would not cater for a roving patrol, nor would they cater for armed civilians in the vicinity.
