The news circulating regarding the credibility of a recycling business by Mohamed Osman, that will be costing taxpayers/workers millions, reinforces the need for the immediate establishment of the Public Procurement Commission (PPC). This is an embarrassment to this nation and a further indictment on the government in its continued recklessness and corruption in managing Guyanese resources. The obsession with the Government to have Cabinet retain a no-clause objection in awarding contracts given what continues to unfold with Osman’s shenanigans is even more important why this responsibility must be placed in the hands of an independent commission reporting to the National Assembly only. In some societies the government or accountable officials will have to step down immediately.
Had the PPC been established, this Osman corruption would have been avoided. If it were not for the vigilance of an inquiring media and the registered owner of Natural Globe Inc. the nation would not have been the wiser of this corrupt venture. This revelation reinforces the grave concern by sections of civil society and the AFC what the absence of the PPC means for accountability and wise use of our resources. It reinforces the extent of government corruption and why the Constitution must be upheld to protect against this.
The opposition, more so the APNU, is called upon to give full support to the AFC’s position to have the Commission established without delay. It needs to be reiterated that the PPC is a constitutional body and every Member of Parliament having sworn to uphold the Constitution must make sure every element of it is being respected. Any vacillating on the appointment of the Commission must be seen as giving tacit support to the corruption that is currently taking place.
The Guyana Trades Union Congress (GTUC) recently raised the ire of some politicians when we spoke out against those whose positions were considered supportive of the Government efforts not to establish the PPC. In holding those in parliament accountable to the Constitution some have decided which GTUC leader they will cherry-pick to speak to. For those who believe the leadership of the GTUC can be divided and that their decision not to relate to the General Secretary will affect the GTUC’s positions they are advised that for as long as they continue to enjoy workers/taxpayers money they will be held accountable for their stewardship or lack thereof. This will be done without fear or favour for our leaders must honour and uphold the Constitution, the instrument they swore to uphold and which gives us protection.
How many more of these same corrupt deals exist that are causing the government and those who support them not to be willing to establish the PPC? The Osman fiasco would have been caught at the level of the Commission had this been established.
