The Auditor General’s Annual Report for 2012 has revealed that in the East Demerara, West Demerara and Georgetown Magisterial Districts, 2826 case dockets are missing.
According to the report, a whopping 1389 case dockets were listed as misplaced for Criminal Cases alone from the Georgetown Magisterial District in 2010-2012.
The report revealed that the filing of affiliation, criminal and civil case dockets at the main Magisterial Districts continued to be disorganized with a number of case dockets being misplaced or misfiled at the different locations.
It was further stated that this was compounded by the fact that the register of case dockets did not contain information on the movement of case dockets.
For the years 2010-2012, a total of 795 case dockets remain misplaced for the East Demerara Magisterial District.
In the West Demerara Magisterial District, 1655 dockets are recorded as outstanding for the 2010 – 2013 periods. This District has moved from having zero percent of misplaced dockets in 2010 to 36 per cent in Civil Cases in 2012.
In addition, 2110 cases filed were noted to be misplaced within the three years for the Georgetown Magisterial District. A total of 1529 dockets were reported missing for 2012 alone.
It was also observed that the missing dockets for last year 2012 represent over five times the number recorded in 2010.
The Head of Budget Agency said that the Department has instituted Transfer and Movement Registers to monitor all case dockets. This is an ongoing exercise being updated on a regular basis.
At the time of audit examination, case dockets were before the Magistrates for hearing and will be presented for audit examination pending the outcome of the said matters.
However, the Audit Office once again recommended that the Department in charge should institute corrective measures that would account for case dockets during every financial period, while doing what is necessary to locate the outstanding case dockets since 2010.
