As public awareness centers on the observance of Foster Care Month, officers within the Foster Care Department of the Child Care and Protection Agency, (CCPA) have embarked on a campaign to provide the nation with adequate information on the topic.
Foster Care Manger, Colleen Khan, says that lack of knowledge with regard to the local foster care service has hindered its expansion.
Khan told Kaieteur News that public information will be provided via the media.
“This is the third consecutive year since we’re observing Foster Care Month. Since there is not much that is known about our services we will be promoting foster care via public service announcements using the print and electronic media, television and radio talk shows, we will incorporate the members of the private sector as well and we will utilize whatever means necessary to sensitize the public on the role and importance of foster care.”
She reiterated that becoming a foster parent is a priceless opportunity. Persons can not only add to the development of their biological children but also to Guyana’s children. While the manager did not rule out that there are challenges associated with providing foster care, she notes that “becoming a foster parent can be very rewarding.”
“I wish to emphasize that the agency does not just hand over the child or children and leave… We provide financial assistance for any additional expenses as well as follow-up, psycho social support through the probation department.”
Ms Khan says that there are currently 116 foster parents and 208 children in the system. While children belong with their biological parents, foster care provides a temporary alternative home for delinquent abused or neglected children.
In Guyana, there is a need for additional foster care arrangements. The foster care director explains that at some point during this month, the agency will be creating a core list to recruit, additional foster parents.
“You do not have to be married or have children of your own to become a foster parent; some experience with children will be helpful. However, we provide parental training. What is required and important; is that applicants have a stable home and income generation.”
“Before an applicant is approved two adequate references must be submitted along with the application, a medical examination carried out at the expense of the agency, a background check must be conducted by the police, and a home survey must be conducted by officers of the Child Welfare Department.”
While some persons prefer to legally adopt children, foster care placement can last up to six months.
“It is our responsibility to provide the best alternative situation… even as the temporary placement can last longer we are working in the best interest of the children.”
Guyana has designated November as Foster Care Month.
Foster Care Month 2013 will be observed under the theme “Give the Gift of Love and Protection and Foster a Child Today”
