Last Saturday, November 2, marked three years since disability legalisation was signed into law, and the entity ‘Leonard Cheshire Disability Young Voices Guyana’ is once again calling on the members of the 10th Parliament to support and hasten the process of implementation of its content.
Noting that there has been minimal progress since the establishment of the 2010 disability act, the group is calling for the law to be activated in several areas, including employment and education.
A statement released by the group stressed that persons with disabilities continue to be the most marginalised group in our society as a direct result of the dormant laws.
President of the Young Voices Guyana Linden Chapter Mr. Teshawn Rodney called on the government to “Implement the Act and Support persons with disabilities, causing them to become Independent and Productive Citizens of Guyana. Persons with Disabilities, although recognized by the law as equal citizens of Guyana, continue to be forced into the dark recesses of our society due to the social injustice.”
On 2nd November, 2010, former President Bharrat Jagdeo assented to the Guyana Persons with Disability Bill, bringing it into law. This year marks the third anniversary of the Act and since its enactment, minor progress has been made.
The Guyana Persons with Disabilities (PWD) Act has been a law since 2010 and little progress has been made regarding its implementation, especially in the areas of employment for persons with disabilities (Sub- Part I – Employment Articles 8 – 13) access to transportation and public buildings (Sub – Part VIII – Accessibility Articles 28 – 31) and access to information (Sub – Part VII – Communications Articles 26 and 27).
Disability is not seen as a priority on the government’s agenda, hence the minimal resources that have been channelled to the various Government Ministries and agencies to support the Act’s implementation.
The Guyana PWD Act 2010 was developed using the United Nations Convention on the Rights of Persons with Disabilities as its reference document and was guided by the principles of the said Convention. The Act was passed in Parliament unanimously in December 2009 and subsequently became law in 2010.
