Serious crimes have increased by five per cent when compared with the corresponding period last year. These statistics were provided during the most recent Defence Board meeting, says Cabinet Secretary Dr. Roger Luncheon, yesterday.
He said that robberies under arms, specifically with firearms, were identified by Commissioner of Police Leroy Brumell as a significant contributing factor to the increase.
“The discussion that ensued recognized that the effectiveness of the law enforcement national security agencies and their interventions would continue to be under constant scrutiny and attention,” Dr. Luncheon told media operatives at his week post-Cabinet press briefing.
He said factors such as the criminal justice system, particularly the issue of the right to bail have contributed to the current increase.
“It is incontrovertible that offenders on bail continue to prey on Guyanese at home, at work and anywhere else. It is equally true that prosecutions are slow and the remand prisoners list keeps growing.
“More significant, the right to bail is assured in our jurisdiction but we do also have the right to enjoy our lives, limbs, and our properties and to be safeguarded from the onslaught of armed criminals,” Dr. Luncheon noted.
He said the Parliamentary Opposition has an absurd position which puts Guyanese in a “Catch 22 situation” (a problematic situation for which the only solution is denied by a circumstance inherent in the problem or by a rule).
According to Dr. Luncheon, political persuasion has to contemplate the Opposition’s response to crime fighting, crime prevention, and national security intervention by this administration that is brought to the attention of Parliament by the Minister gazetted with that responsibility.
He said the Opposition’s rejection of Home Affairs Minister, Clement Rohee, as a consequence of the Administration’s intervention toward crime fighting, crime prevention, law enforcement, and national security, their posturing continues to expose Guyanese to criminal elements making them victims of their actions that vicariously emboldened criminals.
Acknowledging that guns are being smuggled into Guyana, Dr. Luncheon pointed out that the porous hinterland borders are not the only access. He said that they enter Guyana via port Georgetown and the Cheddi Jagan International Airport.
He said that the records would show that police and CANU were involved in seizing weapons. However, other interventions have been proposed to beef-up security at ports of entry with increased joint services/ military outposts being setup along the western and eastern borders.
