A string of resignations, recently, has put a significant dent into the work of the Strategic Management Department (SMD) that is supposed to oversee the implementation of the much needed reform of the Guyana Police Force.
Kaieteur News understands that the 10-man civilian oversight body which is headed by former police officer, Patrick Mentore, has seen the resignation of at least three high-profile members.
According to reports, team leader Rosanne Purnwasie; Risk Management Officer Enid Thom-Alleyne and Communication Officer Richard Francois, are no longer with the SMD.
In June this year, the Ministry of Home Affairs employed a high-level team of 10 civilian professionals to form a Strategic Management Department (SMD), which is tasked with overseeing the implementation of a strategic plan, in an effort at instituting sweeping reforms of the Guyana Police Force.
This team of civilian professionals is working alongside members of the GPF in addressing the key strategic priorities laid out in the Force’s strategic plan.
The original civilian team is expected to help optimise the collective performance of the GPF, guiding it towards significant organisational renewal and change.
The original 10 civilians chosen to be part of the SMD are: Patrick Mentore, Rosanne Purnwasie, Mona Bynoe, Kenneth Bentinck, Hermanetta Andrews, Enid Thom-Alleyne, Richard Francois, Trovana Azeez, Shameza David and Ian James.
This newspaper was unable to contact Mentore to ascertain the reasons for the resignations, as calls to his office were unsuccessful. Even though messages were left, no call was returned.
However, reliable sources have informed that the resignations have more to do with the staff “accepting better offers”.
Richard Francois is now the Strategic Communications Consultant with the Ministry of Education.
“The principal grounds (for the resignations) are finance,” one source said.
Kaieteur News understands that the SMD members were being paid a salary of between 125-130 thousand dollars per month.
“Some of them are also feeling a little uncomfortable in the police environment,” the source added.
The source also indicated that although the resignations would leave a void in the day to day operations of the SMD, it will not severely hamper its overall mandate.
“The communications strategy has been completed and it’s just for the police to implement it. The research aspect has already been done to a certain extent,” the source said.
It is not clear how soon the vacancies will be filled.
The members of the strategic management department are on a one-year contract, which commenced last June.
Immediately after its establishment, the SMD head Mentore had said that he and his team stand ready and committed to be the drivers of change the Force needs.
The question of their commitment to the task is now a hot topic among police officers.
“It is a matter of concern. If money is such a major concern, were these people really committed to the task they were supposed to do?” one senior officer asked.
