The 15 Neighbourhood Democratic Councils and Municipality of Region Four as well as some public facilities are poised to benefit from 825 Solid waste bins that will be added within the system as well as four compactor trucks.
A simple handing over ceremony was held yesterday at the Ministry of Local Government in Kingston, with the Permanent Secretary (PS) Collin Croal, Project Manager (acting) of the Georgetown Solid Waste Management Programme, Gordon Gilkes and the Minister within the Ministry of Local Government and Development Norman Whittaker officiating over the proceedings.
According to Croal, the Georgetown Solid Waste Management Programme is an IDB (Inter American Development Bank) and Government of Guyana funded programme, which among other things is intended to address the littering issue across Region Four particularly.
Gilkes stated that the bins were procured to strengthen the NDCs, in terms of waste collection. The tender process was advertized internationally and an English company, Unit Export, won the bid to procure 825 bins at the cost of US $185,000 dollars. ($37M Guyana dollars) The bins were received four weeks ago.
Out of the 825 bins, 458 will be handed over to the NDCs and the balance of 367 will be placed in public places such as targeted schools (Nursery, Primary and Secondary), health facilities, recreational facilities, municipal markets and sector Ministries.

It was further stated that the four trucks will be procured at the cost US $620,000, to cater for the bins which are of different sizes.
The Minister then stated that this operation is not only confined to Region Four, since other Regions are being looked at.
According to Whittaker “we at the Ministry are working with the Georgetown Municipality and the Ministry of Public Works in a cleanup exercise that has already started in preparation for the Visit of his Excellency President Maduro of the Republic of Venezuela. So you would notice a hype of activities around.”
“We have discussed at the level of Ministry to have responsibility for solid waste disposal on the East Bank and the East Coast Corridor contracted out. The whole idea is that we advertise, inviting persons to bid to collect and transport solid waste. We have that covered in all the other Regions but we have some encumbrances and challenges that have to be dealt with.”
In relations to Mayor and City Council, the Minister stated, “they have a responsibility for collection and disposal. They already contracted out some of the services to Cevon’s Waste and Pooran’s Brothers….”
An agreement between the Local Government and the respective NDCs were formed, with the NDCs being responsible for the monitoring and accounting of the use of the bins. The NDCs are required to make regular visits to all the locations where the bins are to ensure that they are secured.
