In the absence of an Ombudsman, Transparency Institute Guyana Inc. (TIGI) is hoping to act as a facilitator for citizens affected by certain problems in an effort to help stamp out corruption.
According to Anand Goolsarran, President of TIGI, it is sad to know that Guyana does not have an Ombudsman, who could make representation for citizens who feel aggrieved by the State and acts as a mediator. As such, the body would, to a certain extent, help to fill those roles.
Aggrieved citizens, more so those wanting to make complaints of corrupt activities, could email TIGI. Goolsarran said from his observation, citizens do not trust the system and prefer to complain to an independent body.
Since TIGI has been advertising for persons to make complaints of corrupt activities, about four persons have taken the opportunity to voice their concerns. He strongly believes as the initiative becomes more popular the number of complaints will increase.
“A number of people are trying to make inquiries about us. Some have made legitimate complaints and they don’t trust the system as such, they have a complaint but they don’t know where to go. And they have read about TIGI and they feel this is an organization they can trust,” he said.
He said TIGI’s Company Secretary is tasked with looking at the complaints and placing them in files. If necessary, persons would be called on to give evidence.
According to Goolsarran, the body is not fully organized and is currently working on protocol as to what to do when the information is received. Tentatively, the body is considering giving guidance to aggrieved persons. In addition, TIGI would try to contact the relevant authorities to hasten the speed in which the complainant receives justice.
“We are hoping that an individual having a complaint is unable to seek redress through the system as an individual but TI as an organization might be in a better position to make the necessary representation,” he said.
According to Goolsarran, TIGI plans to publish an annual report featuring a range of activities it was involved in throughout the year. A section of that report would be dedicated to the number of reports received and actions taken.
