Dear Sir,
It is clear that the government is very scared of Local Government Elections. Their antics in Parliament and elsewhere demonstrate a great governmental fear to go forward with those elections. All Guyanese are fully aware of what the government is trying to do to hold on to power at the national and local level. Their antics will not work because Guyanese are not stupid; they know what is happening.
The PPP/C has been talking about being ready for the elections but now that everything is in place to pass the bills and hold the elections, they are dilly-dallying and making excuses. For years, they have been doing that, pretending to be anxious to hold elections but doing everything to stall the process.
Minister Ganga Persaud’s absence in Parliament on Thursday was indeed calculated to ensure that the bills were not brought up in the House. What a shame for a government that claimed to be democratic.
The truth is the Minister wants to hold on to power he is not entitled to have. By default, the Minister is exercising powers and authority of the Local Government Commission because that Commission has not been in place for years. This gives him the authority to ignore the wishes of democratically elected local representatives to do the biddings of the PPP/C party.
This is why he can appoint Town Clerks, and other officers in these local government bodies. This is why he could install Interim Management Committees wherever he very well pleases. He has been enjoying the use and abuse of powers and apparently, he has grown accustomed to exercising such authority. It is difficult for him to relinquish it and allow the mushrooming of our democratic process.
It seems to be the plan of the government to allow the Parliament to go into recess without the passing of those Local Government Bills.
Then during that recess they will attempt through the Minister to push their agenda in local communities, like installing more IMCs and putting their cronies as Town Clerks and Regional Executive Officers.
I believe that that they are in for a rude awakening. If the government is refusing to honour the democratic process to allow people to choose their local representatives as is their constitutional right, then residents might have to take the governance of their communities and villages into their own hands.
Perhaps, they would need to mobilize and organize themselves to reject government appointed IMCS and PPP/C Officials in local government offices, and to manage and develop their communities.
In any case, the government and PPP/C cannot hold back the inevitable; it will come.
