Describing the recent move by the Government to withhold Local Government elections an act of “executive lawlessness,” APNU Parliamentarian, Ronald Bulkan called on Government to honour the constitution and return to democracy.
“That there has been chaos and disorder within Local Government Ministry is no secret to the wider public …There is an ongoing campaign against the Local Government concept of democracy that is been pursued by the Local
Government Ministry.”
At a City Hall press conference yesterday, Bulkan accused the Government of trampling upon the constitution and the rights of citizens.
Noting that the Local Government elections are more than two decades overdue, Bulkan said that there is a greater demand on Government to comply with the constitutional and democratic regulations.
Speaking on the Local Government reforms, Bulkan said that the role of the Central Government is enshrined in the constitution.
On Thursday the Government sought to trade the Local Government Bills for opposition agreement on the controversial Amaila Falls Hydro project.
After a failed attempt at reaching a consensus, the administrative parliamentary body sought to delay the progress of the local Government reform by refusing to debate the Bills.
Making reference to the 2001 constitutional amendments, Bulkan said that Central Government appeared to have become indifferent to the constitution.
“Following the amendments in 2001… The new provision says that Parliament shall provide that local democratic organs be antonymous.”
“In their manifesto before the last general elections the PPP C promised if re-elected that the Local Government elections will be held within the next 12 months…thus far we didn’t have the elections.”
According to Bulkan, the government has been signaling its loss of interest in honouring the constitutional elections, in moving forward with the local Government elections.
“It’s a dream of every civilized society to have the Local Government elections. Let’s hope that this dream will achieved within the next sitting on the national Assembly,” Georgetown Mayor, Hamilton Green said.
The Mayor said that this sort of delay has negatively impacted the operations of the Municipality and the councils countrywide.
Local government elections, last held in 1994, were constitutionally due in 1999.
