The construction of a new La Parfaite Harmonie Access Road from Schoonord Housing Scheme to Harmonie Drive, opposite Westminster second bridge, would cost the Government of Guyana a whopping $89,943,448.
This road would have an approximated length of 1.27km. The contract was awarded to M. F. Bacchus Construction. The Central Housing and Planning Authority (CHPA) has set a deadline of September 30, 2013.
“The Scope of this project does not include the upgrading of the other roads in (La Parfaite Harmonie) Housing Scheme,” CHPA said yesterday.
The road which would start from the Schoonard Housing Scheme ends here at Westminster second bridge.
The road is being constructed as a means of alleviating constant transportation woes, especially to reduce time taken for commuters to get to Georgetown.
La Parfaite Harmonie Housing Scheme is currently accessible from two points, through La Grange Independence Street and via the Canal Number One access road. It should be noted that these roads were not designed to cater for the specific needs of the Scheme since they were all existing roads serving the older communities.
While the Housing Ministry has an extensive development agenda for La Parfaite Housing Scheme, of major focus is the construction of access roads from the West Coast Demerara Public Road to La Parfaite Harmonie Housing Scheme.
“This includes the construction of approximately 3.0km of Access Road at a contractual cost of approximately $520M,” the Ministry explained.
Another main focus is to improve transportation linkages within La Parfaite Housing scheme.
Kaieteur News understands that a sum of $620M is currently allocated for the construction of the main internal roadways within that housing scheme.
It was explained that these projects include the construction of access culverts to link all of the sub-areas within the housing Scheme (Recht-Door-Zee, Onderneeming, Westminster, La Parfaite Harmonie and Schoonord), and widening and upgrading of “main linkages” within the Scheme.
The purpose of this is to connect all the sub areas to the new access road, to significantly reduce the time taken to reach the Demerara Harbour Bridge.
“Another major benefit of these roadways will be the accessing of public transportation for all residents, as the linkages will create new bus routes covering 100 per cent of the housing scheme and reducing the cost of transportation,” the Ministry added.
The Housing Ministry, headed by Irfaan Ali, is also looking to extend La Parfaite Housing Scheme with the addition of 1,300 house lots at Plantation Lust-en-Rust. An estimated cost to do this is $900M.
The Ministry is yet to complete the heavy duty reinforced concrete bridge that links the scheme to Canal No One access road which is at present the main entrance to La Parfaite Harmonie Housing Scheme.
The residential units and number of residential lots in that scheme is 3796; Schoonard-528; La Parfaite – Harmonie-811; Westminster-1021; Onderneeming-795; Recht-Door-Zee-641.
Given the national average household size of 4.1 persons, the full occupancy scenario implies a projected population of 15,563 persons.
La Parfaite Harmonie Housing Scheme is one of the largest in Guyana, rivaling Diamond /Grove Housing Scheme.
