After voting against two Bills directly linked to the Amaila Falls Hydro Project—two that were said to be extremely critical to the project—A Partnership for National Unity (APNU) is saying that it has to make sure the project is not “another Skeldon.”
The main opposition party is contending that had it allowed the Bills to pass without knowing everything, it would have been doing more bad than good to Guyana.
The Bills voted down were the Hydro Electric Power (Amendment) Bill 2013, and Limit on amount outstanding under Guarantees given under the Guarantee of Loans (Public Corporations and Companies) Act
APNU Member of Parliament, Joseph Harmon, told media operatives, “It is to be noted that the amendment to the Hydro Electric Act was placed on the Order Paper for debate at the last sitting of the National Assembly, on Thursday 4th July 2013, but was deferred by the Government.”
“Since that deferral there were two further amendments to the Bill proposed by the Government. Members of Parliament saw the last and more substantial amendment filed by the Prime Minister on the day of the sitting, Thursday 18th July 2013, and placed among the bundle of papers MPs saw when they arrived in the National Assembly.”
He further informed, “Having regard to its late submission MPs would have had no time to fully cogitate on the significance of the amendments proposed by the Government. As a matter of fact it appears that the Prime Minister himself was not conversant with the amendments as can be seen from his weak presentation of the Bill.
“In the face of the Opposition unwillingness to proceed to debate amendments to the law in this fashion, the Government insisted on doing so and the result is for all to see. Knowing that the Opposition has the majority in the National Assembly and still deciding to proceed showed the character of the PPP/C; Arrogant, Contemptuous and Suicidal.”
APNU’s shadow Finance Minister, Carl Greenidge, said that what is most worrying about the project is the “irregularities.”
He said that it is also worrying that a Project is costing more than a country’s Gross Domestic Product (GDP) and it is not confirmed whether that project is worth it.
To support his thought that it might not be worth it, Greenidge said that the Inter American Development Bank (IDB) in June said that it can’t ensure Amaila will secure lowered electricity rate,
However, it was the leader of the APNU, David Granger who said that “If badly managed, Amaila will do severe damage to the National Economy.” He said that it is the largest investment ever being made by Guyana but the government is not forth coming with all the details.
If Amaila collapses it will incapacitate the power sector and leave the country indebted, Granger noted.
