The Ministry of Home Affairs wishes to clarify that the “I paid a bribe website” is not meant to prosecute anyone. It is not intended for the names of those who allegedly committed the act of bribery, to be named on the site.
Over the past few weeks, questions have been raised by concerned members of the public as to the usefulness of the website since reports are being made on the site but there seems to be no decline in the practice.
However, the Ministry of Home Affairs wishes to assure citizens that the information collected on the site will be used to advocate improved governance systems and procedures, tighten law enforcement and regulations and thereby reduce the scope for corruption in obtaining services from the Government.
The original ‘I paid a bribe’ concept was developed by the Janaagraha Centre for Citizenship and Democracy of India which sought to tackle corruption by harnessing the collective energies of citizens.
This philosophy of engaging citizens in the fight against corruption has been embraced by the Ministry of Home Affairs since it is their firm belief that by providing such a forum, Guyanese can join the debate on corruption.
The Ministry, in a press release, yesterday, outlined clearly the objectives of the site in hopes that all misconceptions about its “usefulness and purpose” can be arrested.
The Ipaidabribe.gy aims to heighten citizen awareness about the nature and spread of bribe related activities and promote a public debate that pressures public officials to reduce and eventually eliminate corruption.
It also helps citizens to recognize, avoid and tackle bribe paying situations. In addition, it seeks to identify and analyze the workflows within corruption prone public services, to make suggestions on systemic reform directed at entrenching simpler and more transparent processes, more consistent standards of law enforcement and better vigilance and regulation.
