Contractor Fazal Younas has been cleared of any wrongdoing and given the all clear by the Regional Administration and the Regional Works Committee of Region Six. This was after some concerns were raised by members of the Works Committee who had paid a visit to the work site at Kilcoy Dam on the Corentyne, Berbice.
Younas Construction is undertaking work to rehabilitate 9,600 feet of roadway to the tune of $54 M. The work started about two months ago.
There were some concerns about the crusher run that was being used and the thickness of the mixed material that was being applied.
Works committee member, Michael Hintzen, stated that upon the insistence of the contractor, he tested the crusher run material in the laboratory and they were proven to be satisfactory.
According to Younas the crusher run that is being used was sourced from Gafoors. The material, he stated, is being used extensively by the government and used throughout the country.
He said that he was surprised when concerns were raised concerning the quality of the material. According to him, crusher run is scarce and can only be obtained inlarge quantities from one supplier at present.
The works committee members who subsequently revisited the site stated that the road is being done according to specifications and satisfaction. They stated that because of the volume of work that has to be done it looked at first like it was not being done to specifications.
The contract document stated that the contractor should supply, place and compact six inches of sand as the first layer and them compact with four inches of first grade crusher run and this is being done.
According to Younas, at no time did the road have one inch of material. He stated that he had already placed a considerable amount of mixture on the road above the stipulated amount which had already been compacted.
He said that on the day of the works committee visit he was placing some extra materials to top up some of the low spots. Thus when the complaint was made and the regional officials and other members of the works committee visited, they found no fault.
He also noted that contrary to what the residents stated he did not grade the road and use the same material to build the shoulder. He said that materials are brought from a different location to build up the shoulder- pointing to some canter trucks loaded with loam which were being ferried from a different location and dumped at the side of the street.
Younas, who explained that he has been in the construction industry since 1986, stated that he has worked all over Guyana and has never experienced any major difficulties.
Residents now say that following the earlier hiccups they are very pleased with the way the work is progressing and the quality being done.
During the visit some large trucks entered the street. This caused the contractor to become very peeved that large trucks were using the street and breaking it up while work is still ongoing. One, a labour lorry contracted to Guysuco and another from Banks DIH which clearly were too heavy for the street entered the thoroughfare much to the annoyance of the contractor, workers and residents and members of the committee.
“The street is being built for 12 tons weight capacity; the Banks DIH vehicle has a weigh capacity of 36 tons.” Younas stated.
He said that he wants the Regional Administration and the NDC along with the residents to do something, because the owners and operators are very inconsiderate. “By the time this road is half done it would be broken up by these selfish operators.”
