– new access road soon
Government says that it has penalized the contractor, Eagle Transportation and General Construction, awarded the $60M La Parfaite Harmonie main access bridge. Works have been stalled for over two months now.
A photograph of the stalled bridge located on the West Bank of Demerara was published two Sundays ago in the Kaieteur News questioning how long it would be before works are completed.
The contractor of this main access bridge leading to La Parfaite Harmonie, West Bank Demerara, has been penalized for delays, government said yesterday.
According to the Ministry of Housing and Water, the Central Housing and Planning Authority (CH&PA) is the executing agency for the contract.
The Ministry said the contractor had problems driving the concrete piles.
“The delay in completing this contract is as a result of the challenges the contractor experienced in driving the concrete piles. The Housing Ministry in conjunction with the contractor subsequently engaged the services of an international pile driving contractor (CK Pile testing) to execute a dynamic load test on the piles in accordance with the ASTM.
This was critical because upon completion of the bridge, the traffic is projected to be more than 15,000 vehicles daily.”
According to the Ministry, these tests are over.
“The results of the testing were favourable and as such, works are expected to resume within the next two weeks with a completion deadline within six to eight weeks. Failure on the part of the contractor to meet this deadline will result in termination of the contract.”
The Ministry said that the contractor was penalized, also, for the delayed works.
“In the interim, since the intended completion date for the contract has elapsed and the works are incomplete, the Housing Ministry has applied penalties (liquidated damages) on the contractor.”
More importantly, the Ministry said, it would like the residents of La Parfaite Harmonie (Westminster, Phases I and II, Onderneeming, Phases I and II, Recth –Door Zee, Phases I and II and Schoon – Ord) that it will continue to further invest in this “mega development” by constructing an alternative two kilometers access road in the vicinity of Goed Fortuin linking the West Bank Public Road to Parfait Harmonie Housing Scheme.
The Ministry said that tenders were scheduled to be submitted on Saturday last.
Meanwhile, the Ministry corrected the cost of the bridge which Kaieteur News had put to $80M. The contract sum for the bridge is $60.13M, the ministry said.
