DEAR EDITOR,
If Minister Rohee can say as he has said that he has lost confidence in the Commander of C Division Mr. David Ramnarine then I can say, as a Guyanese who has a stake in the governance of this country, the public has not lost confidence in this brave police officer. In fact, my own confidence in the police force has been strengthened by Ramnarine’s fearlessness, morality and fair-mindedness. These are qualities that every professional policeman should aspire.
The Minister is demonstrably angry because the commander simply stated that he did not receive any money to feed his men during the period of the elections; he was forced to seek help from private businesses – a most disgraceful situation. This was contrary to the Minister’s pronouncements in parliament of 90 million dollars given to the Guyana Police Force.
Mr. Ramnarine simply stated a fact, a reality, which not only embarrassed the Minister, but shows how Minister Rohee and his PPP/C government have been governing this state all along. It is not that citizens did not know, but Ramnarine’s bold and precise statement confirmed the disgraceful handling of the taxpayers’ money by a callous and uncaring PPP/C government.
They have grown accustomed to doing their own thing, so the utterances by an outspoken officer have set them back to shame and shambles.
As to the use of the Force’s Standing Orders with respect to the press, it has to be clear not only to the Minister but also to all officers and citizens that such an order could not deny the constitutional right of an officer to freedom of expression, particularly in the area of morality and sound judgement.
If abiding by the standing orders compromises the very moral fiber of the force and threatens the internal values of it like truth, respect, morality, justice and fairness, then how can compliance to such an order advance the interest of the force, which is tasked with the responsibility to protect and serve the people of this country.
Truth will always transcend any system that has been designed to stifle it. No Standing Order should prevent an officer from reporting the truth, to the public. This is precisely why the Auditor General must audit the unaccounted 90 million dollars while policemen were put to ask for help from businessmen, late last year.
Finally, any attempt to discipline this officer must be met with the full force of the law, public outrage and a call for the Minister’s immediate resignation. Because it is people like Minister Rohee who cause police officers to turn bad and instead of carrying out their duties under the law, submit to mediocrity and compromise their professionalism.
Citizens must call on the Police Commissioner to promote Assistant Commissioner Ramnarine.
