-PUC says clause should be placed in contract of employment
Contractors who propose to dig parapets must seek approval from the relevant authorities who will identify the areas where cables, pipelines and telecommunication services are laid, according to the Public Utilities Commission (PUC).
The PUC in a statement said that it has been monitoring the services of the utility company particularly in the telecommunications and water sectors.
Adding that the company notes that there have been several disruptions in the services provided, the PUC stated that enquiries have revealed that one of the contributory factors is the damaging of cables and water mains along the parapets when contractors undertake works which necessitate the digging of the parapets.
The commission recommended that the Guyana Telephone and Telegraph Co. Ltd and the Guyana Water Inc. notify each local authority and the relevant Regional Democratic Council (RDC) of the location of the cables and mains passing through the district and submit a plan identifying the location and depth of the cables.
It was further noted that Government Ministries, Corporations or agencies employing contractors should insert a clause in the contract of employment making the contractor liable for any loss or damages as a result of the negligence of their duties.
Another recommendation was for any utility company, contractor or individual who cuts or digs across any road or public way to reseal the area to its original state immediately upon conclusion of the work undertaken.
In addition, any organisation or agency which has been contracted to repair or build a road should liaise with the relevant utilities to ascertain whether there is a likelihood of possible damage to the utilities’ cable, mains and posts.
