GCB – Getting it Right

We at the GCB had decided during last week to remain quiet and observe what will be the result of Mr. Lloyd’s IMC meetings across the country. We are satisfied that contrary to reports in the state media he was well informed that the NDC controlled grounds are in a state of disrepair and the Government is well advised that they have a responsibility to the society to fix these facilities. This will benefit all sporting disciplines.
It was also observed that his entourage consisted mainly of the disgruntled former GCB executives. However, our concern is that Mr. Lloyd is unaware of the details pertaining to the disbursement of funds by the WICB to territorial boards. This is alarming since, by his own admittance he has been involved in West Indies Cricket for decades.
To clear up any misunderstandings caused by these gentlemen, the GCB would like to make the following points for the benefit of the public.
1.    The WICB disburses 100,000 USD to each territory per year. Some years depending on cash flow it is 50,000 USD (2009/2010).
2.    This money is referred to as cricket development fund and should not be misrepresented as only for cricket development as this is considered to be our subvention since no other funding is available to the GCB from the WICB. Recently Mr. Bissoondyal Singh has been misleading the public about cricket development funds being separate from subvention.
3.    Each county board in Guyana receives, upon submission of its plans, two million dollars per year from the GCB.
4.    The GCB pays a monthly stipend to an Administrator attached to each county, but reports to the GCB administrator. The BCB administrator was dismissed for taking the GCB to court and subsequently refusing to report to the GCB.
5.    The GCB employs a permanent staff of Twelve (12) and maintains Two hostels and practice facilities along with a secretariat with the remainder of the funds mentioned above. We are in the process of completing the GNIC practice facility.
6.    The sound financial position of the GCB is due to prudent handling of limited funds and the voluntary work of our Executives to garner additional funds.
7.    The Berbice Cricket Board successfully moved a motion to place term limit on the GCB Presidency at our AGM of 10th July 2011. Their president Keith Foster and Secretary, who signed the motion, were both present at the meeting. Mr. Hilbert Foster was not present.
8.    No such thing as a “trustee account” exists at the GCB. In fact, our trustees are not authorised, as per the GCB constitution, to sign cheques. All accounts are declared in our Annual Audited statements.
9.    Our Audited Financial Statement for the period Nov. 2010/ Dec. 2011 is nearly completed and would be available to the public.
We thank the officers of the GCB for their continued dedication and resolve regardless of the threats to their personal well being and reputation. We will continue to answer the questions.
