Minister of Home Affairs, Clement Rohee yesterday announced the establishment of the Firearm Licence Approval Board which came as a result of the amendments that were made to the Firearms Act which provided for changes in the procedures for the granting of such licences.
The amendment stated that, “the Minister shall appoint three persons to form the Firearms Licence Approval Board with clear terms of reference to review all applications received from the Commissioner for the granting of firearm licences and the registration of firearms dealers”, under Section 18 and 24 of the Act.
A GINA release stated that Minister Rohee said that the Board has since been constituted.
Its members include Peter DeGroot, Cecil Kilkenny and Dr. Bhairo Harry. These persons will function as members of the board for a period of one year with effect from January 1 2012.
The Minister explained that, “the procedure will be that a person applying for a firearm licence will make such application to the Commander of the respective police division, who will then process the application together. Once that is completed it will then pass on to the Police Commissioner who will then forward it to the Firearm Licence Approval Board, who will in turn submit its recommendation to the Home Affairs Minister who will make his views known and then return it to the Commissioner for the administrative aspects to be instituted.”
He highlighted that it was the view of the Disciplined Services Commission that administratively, the Minister, if he so wishes, can make amendments to the regulations in order to ensure that it is transparent and more to the satisfaction of an applicant.
“The establishment of this Board is in fulfillment of the recommendation of the Disciplined Services Commission report known as the ‘Chang Commission’, which was deliberated in the Parliament and is now being established,” Minister Rohee reiterated.
