Government is seeking land to construct a new building to house the Grove/
Diamond Neighbourhood Democratic Council (NDC), East Bank Demerara as its previous building is tied up in litigation.
This is according to Housing Minister, Irfaan Ali.
While the NDC is conducting business temporarily in the upper flat of the Diamond Community Centre Ground’s pavilion, all is not well. The absence of the NDC building has resulted in the stalling of necessary road development works in the communities.
The road works are part of the Community Road Improvement Project (CRIP), which is funded by the Caribbean Development Bank (CDB). The contracts for the roads’ upgrade were already awarded.
A requirement of the project was the renovation of the NDC building but this aspect did not materialize since Government and the People’s National Congress Reform (PNCR) are in court over the building’s ownership.
Minister Ali related that Government has since been in communication with the bank, seeking permission to move ahead with the road development works but no approval has been given.
Meanwhile, residents are forced to traverse the deplorable roads, which are filled with potholes and are slushy in certain sections. Whenever, it rains vehicles navigate the roads with great difficulty. In addition, some hire car drivers refuse to drive through certain streets since it sometimes takes several minutes to cover three corners.
According to a Government bulletin, the sum of US$16.5M was secured for the development works, which will benefit residents in a number of neighbourhoods.
It further stated that the project focuses primarily on upgrading and rehabilitating a number of roads in each of the 12 NDCs in Regions Three, Four, Five and Six. Government’s investments in rehabilitation works to 12 roads in the Grove/ Diamond NDC will cover a total distance of 5.5 kilometers.
