The makeup of the recently announced Cabinet of Ministers was to ensure continuity despite a number of shakeups within the Ministries, a Government official said yesterday.
The moves, some of which raised eyebrows, saw a doctor running the Ministry of Health being moved to the Ministry of Agriculture and a lawyer heading the Ministry of Human Services now in charge of education.
With the microscope on the new President Donald Ramotar to see the changes he would be making, Cabinet Secretary, Dr. Roger Luncheon, in response to questions yesterday defended the decisions and said that the idea was to continue existing programmes.
Prime Minister Sam Hinds, who juggled the Ministry of Public Works, the energy sector, and leader of the PPP/C in Parliament, will see some of the burdens eased from his shoulders.
He will now be tasked with the Parliamentary Affairs while Public Works will be handed to Minister Robeson Benn.
While Irfaan Ali retained the Housing Minister, Dr. Leslie Ramsammy, in a surprise move, was tasked to run the troublesome Ministry of Agriculture.
Priya Manickchand is now the Minister of Education while her predecessor, Shaik Baksh, failed to find a place in the Cabinet or even Parliament.
Gone also is Senior Counsel Charles Ramson, the former Attorney General and Minister of Legal Affairs, and Manniram Prashad, the Tourism and Trade Minister, who both failed to find a place in the government.
Presidential Advisors, Gail Texeira and Odinga Lumumba, along with Dr Luncheon, were all retained, the Cabinet Secretary disclosed yesterday.
An entirely new Ministry has also been created to deal with climate change – Ministry of Natural Resources and Environment.
Dr Luncheon explained that the Ministry, which will be headed by former Agricultural Minister, Robert Persaud, will involve several areas of responsibilities which once fell under the purview of the Office of the President.
These will include the Climate Change unit, the Low Carbon Development Strategy and its so-called “Norway fund” and the emerging oil and gas sectors.
According to Dr Luncheon, President Ramotar will be speaking more on that particular Ministry during a press conference shortly.
