With the change in Guyana’s leadership, the Mayor and City Council leaves its door opened for a renewed relationship with the People’s Progressive Party/Civic (PPP/C) Government, which has been in office for the past 19 years.
According to the City Mayor, Hamilton Green, mending the tattered relationship between the Council and the government depends on the strokes of the new President, Donald Ramotar and the effectiveness of the Cabinet members.
However, the Council has experienced the dismal and stressful record of the PPP/C Administration.
On numerous occasions, Green has blamed the financial woes of the Council on the government under the headship of the previous President, Bharrat Jagdeo. He argued that the Council’s ability to generate revenue was limited to tax collection and in a large part the body was being suffocated.
Green emphasised that the actions of President Ramotar should be in the best interest of the citizens of Georgetown. The Council should be allowed to function without interferences.
He explained that not so long ago when Norman Whittaker became the Minister of Local Government and Regional Development, the Council had anticipated a change in relationship but that did not happen.
He said that the Mayor is excluded from meetings between the Minister and senior members of Council as it relates to the management of the body.
Green suggested that President Ramotar should allow the Mayor to execute its functions independently, including disciplining senior officer corps, and a Local Government Commission should be established. In addition, the Council should be able to raise its own finances and access some financing from the Environment Fund, Container Tax, and Lotto Fund.
He stated that the Council is looking forward to a change that is meaningful.
